LAIR Committees
Three committees help to carry out LAIR’s work:
- Simplification Committee: Aims to make agency programs and services more accessible for the people they aim to support
- Data and Research Committee: Works on innovative ways to generate and utilize data related to the public’s interactions with federal agencies to resolve legal problems, emphasizing the importance of informed, evidence-based decision-making
- Innovation Committee: Examines the various ways agencies can utilize nonlawyers to further their missions and maximize resources

Preliminary Cross-Agency Access to Justice Learning Agenda
In January 2025, LAIR released a preliminary cross-agency Learning Agenda to assist federal agencies, external researchers, and other stakeholders to build access to justice priorities into agency data collection and research efforts in alignment with agency missions. LAIR’s Data and Research Committee led the development of this Learning Agenda, incorporating input from the broader LAIR membership.
The preliminary Access to Justice Learning Agenda identifies five high-level, cross-government research priorities:
- Access to information and legal empowerment
- People-centered processes
- Access to assistance
- Just outcomes
- Collaborative evidence-building and learning
Each area contains priority research questions and sample sub-questions. Federal agencies and programs, as well as external stakeholders, are encouraged to consider these questions, tailor to their situations, and incorporate into their evidence-building activities.
