Personnel Experience
ICITAP uses experienced federal employees and state and local law enforcement subject matter experts to deliver its technical assistance and training.
Federal employees
ICITAP's federal employees—at headquarters and in the field—are law enforcement and civilian professionals with substantial international experience in the design and implementation of foreign law enforcement development, technical assistance, and training programs. Many have decades of federal, state, or local law enforcement experience, serving in management or command positions.
ICITAP draws on the resources of U.S. law enforcement agencies through formal partnership activities. Active duty personnel from the Federal Bureau of Investigation; the Drug Enforcement Administration; the U.S. Marshals Service; the Bureau of Alcohol, Tobacco, Firearms and Explosives; U.S. Immigration and Customs Enforcement; the Internal Revenue Service, and other law enforcement entities assist in delivering ICITAP-sponsored training and technical assistance in their areas of expertise.
State and local law enforcement experts
ICITAP engages state and local subject matter experts, when appropriate, to fulfill technical assistance and training requirements. ICITAP ensures that only the highest caliber trainers and advisors are recruited, selected, and deployed to the field. Selected candidates have substantial experience in federal, state, or local law enforcement, forensics, or corrections. Many are also certified as law enforcement instructors and have executive-level leadership or management experience.Security processing
Personnel and all other experts are vetted by the U.S. Department of Justice's Criminal Division before participating in any program. Employees working in sensitive areas receive National Security approvals, and all outside experts are cleared at the appropriate Public Trust Waiver–level prior to being deployed to the field.
