Overview

On April 24, 2017, the Department of Justice signed a memorandum of understanding (MOU) with the Unified Judicial System of Pennsylvania (UJS) that resolved a review of complaints filed under Title VI of the Civil Rights Act of 1964 (Title VI) that alleged UJS was failing to provide limited English proficient (LEP) litigants with qualified interpreters in civil proceedings and other language assistance in court services and programs. In advance of the MOU, in March 2017, UJS issued a language access plan that set forth the timelines and areas of work required to implement the change in court interpreter policies. The Department sent UJS a letter dated August 21, 2020 informing UJS that it had fulfilled the terms of the April 2017 MOU and the matter would be closed.
