Overview

On September 12, 2001, the court entered a consent order in United States v. Henrico County (E.D. Va.), a religious discrimination case brought under RLUIPA. The complaint, which was filed simultaneously with the consent order on September 6, 2011, alleged that the county discriminated against an Islamic group seeking to construct a mosque by denying the group's application for rezoning. The consent order requires the county to conduct RLUIPA training, report to the United States, retain records, and expedite other permitting needed for the Islamic group to construct the mosque.
