Overview

On August 3, 2021, the court entered a consent order in United States v. Rosemarie Pelfrey, et al. (W.D. Okla.). The complaint alleges that Defendants, the owners of over 80 residential rental properties around Oklahoma City, violated the Fair Housing Act because their agent, Walter Ray Pelfrey, who owned and/or managed these properties, engaged in a pattern or practice of sexual harassment against female tenants and prospective tenants from at least 2001 until 2017. The harassment included exchanging sexual acts for rent or partial rent, exposing himself to tenants or prospective tenants, groping tenants or prospective tenants, making unwelcome sexual comments or advances to tenants or prospective tenants, and evicting or threatening to evict tenants who refused to engage in sexual acts. The consent order provides for $1.2 million in monetary damages to aggrieved persons, a $50,000 civil penalty, and injunctive relief, including filing release and satisfaction of judgments in all wrongful evictions against aggrieved persons.
