Ukraine: ICITAP-Supported National Police Establishes New Community Cooperation Unit

On May 7, the ICITAP-Ukraine mission provided an update on the expansion of the Territorial Community Policing Officer (TCPO) program. The National Police of Ukraine officially established the new Unit of Cooperation with the Community, also referred to as the TCPO Office, within the Department of Prevention. This unit will coordinate the work of all of the TCPOs working across the country and will be responsible for working with the communities involved in the program. ICITAP held a meeting with INL and the new Chief of the TCPO Office and discussed the hiring of the new Unit personnel. NPU management has indicated that they will conduct a transparent recruitment and selection process for the eight other positions in the Unit. Once the quarantine restrictions on hiring are lifted, the hiring process will proceed. The ICITAP Recruitment Team developed requirements for the candidates for three different positions in the TCPO Unit in regional police departments (PDs) based on a list of desirable requirements and functions for the positions provided by the NPU. The requirements were distributed among the Deputy Chiefs of the regional PDs with a request for recommendations of the best-performing officers. Based on these requirements, ICITAP developed selection criteria and questions for the candidates. These criteria will help the selection commission create a structured interview for the new positions. In Ukraine, ICITAP works with the support of and in coordination with the State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL).
