Sri Lanka: ICITAP Expands Partnership with Sri Lankan Police National Academy
On July 19, the ICITAP Law Enforcement Assistance Attaché (LEAA) visited the Sri Lankan Police National Academy located in Katana (Colombo area). The purpose of the visit was to meet with the Director of the Academy and his commanders, to discuss degree programs for Sri Lankan police personnel. During the meeting, the Director gave an overview of the National Academy programs to include the four-year training program for new Assistant Superintendents of Police (ASP-Commissioned officers), and the six-month training program for officers, who were promoted from the Inspectorate ranks to become ASP’s. The National Academy occupies an approximate 50-acre parcel of land and is constructing a new administrative center and expanding capacity to host 600 officers for training programs. Currently, the Sri Lankan Police sponsor approximately 160 officers to attend university programs and obtain their advanced degrees. The Director stated that the intent of the Inspector General of Police is to expand educational programs and develop affiliation agreements with other universities, both national and international, to meet the needs for the number of officers, who wish to continue with their education. Information was provided to show how similar programs were implemented in the United States (e.g. Los Angeles Sheriff’s Departments University program), and how collaboration with educational institutions to offer a multitude of programs would benefit the officers and the organization. In Sri Lanka, ICITAP works with the support of and in coordination with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs.
