Two D.C. Men Arrested for August Murder in Northwest

Defendant Shot Victim After Allegedly Receiving Gun from Co-defendant
WASHINGTON – Henry Buchanan, 48, and Charles Jenkins, 46, both of Washington, D.C., were arrested and charged with first-degree murder while armed for the August 4, 2026, shooting death of 23-year-old Xavier Fogle, in the 2600 block of 15th St. NW, Washington, D.C., announced U.S. Attorney Jeanine Ferris Pirro.
They were presented in D.C. Superior Court on October 1, where Judge Dorsey Jones found probable cause for their arrest and ordered them detained pending a preliminary hearing scheduled for October 19, 2026.
According to the arrest warrants, at around 4:15 a.m., on August 4, 2026, the victim, Xavier Fogle, was captured on CCTV footage pulling on door handles in the 1400 block of Clifton St. NW, where defendant Buchanan’s car was parked. Buchanan is then seen on CCTV footage walking out of his building neighboring Clifton St., getting into a verbal altercation with the victim, and then making a phone call. Call detail records from Buchanan’s phone show that the call was placed to Co-defendant Jenkins. Buchanan is then seen on CCTV footage getting into his white BMW sedan and driving in the direction where the victim was headed on foot. About a block away, Buchanan is seen on CCTV footage exiting his vehicle and seemingly receiving something—presumably a firearm—from Jenkins, who was exiting the same building as Buchanan and running to catch up with him after the phone call Buchanan is then seen on video taking the item, chasing the victim, in the 2600 block of 15th St. NW, and fatally shooting him twice in the back of the legs.

Joining the announcement was Interim Chief Jeffery Carroll of the Metropolitan Police Department.
This case is being investigated by the Metropolitan Police Department and prosecuted by Assistant U.S. Attorney Anthony Cocuzza.
These charges are merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
