Two Men Plead Guilty to Multiple Armed Carjackings Committed During December 2022 Spree

WASHINGTON — Stephan Anthony Harper 26, and Larry Torian Francois, 26, both residents of the District, pleaded guilty today in U.S. District Court in connection with a series of violent armed carjackings committed in December 2022, announced U.S. Attorney Jeanine Ferris Pirro.  

Harper, aka “Blacs,” and Francois, aka “Fatz,” each admitted to participating in four separate armed carjackings carried out across Maryland and the District of Columbia. 

Harper and Francois entered their pleas before the Honorable Jia M. Cobb, each pleading guilty to possessing a firearm during a crime of violence and aiding and abetting and to carjacking and aiding and abetting. Both defendants also agreed to admit their involvement in additional carjackings.  

Judge Cobb scheduled sentencing for February 24 and May 26, 2027, respectively. 

According to the plea documents, the government’s evidence would have established that Harper, Francois, and their co‑conspirators carried out the following carjackings: 

Dec. 11, 2022 – Capitol Heights, Maryland (Acura MDX) 
About 8:30 p.m., the defendants participated in the armed carjacking of a gray 2020 Acura MDX from victim S.A. outside a 7‑Eleven on Ritchie Road. One suspect jumped on the victim’s back while another displayed a handgun. The suspects fled in the stolen vehicle and later transported it across state lines into Washington, D.C. 

Dec. 11, 2022 – Washington, D.C. (Audi A4) 
Around 11:30 p.m., the defendants carjacked a gray Audi A4 from victim A.F. near Randolph Street and Eastern Avenue NE. Two suspects brandished a handgun and demanded the keys before fleeing with the vehicle into the District. 

Dec. 21, 2022 – Hyattsville, Maryland (Dodge Charger) 
At approximately 11:24 p.m., the defendants approached victim J.G. at a Royal Farms gas station on Annapolis Road. One suspect pointed a handgun and threatened to kill him if he did not surrender his white 2019 Dodge Charger. The suspects fled with the vehicle into D.C. 

Dec. 22, 2022 – Temple Hills, Maryland (Dodge Charger) 
Shortly after midnight, at about 12:34 a.m., the defendants stole a gray 2020 Dodge Charger from victim I.C. at a Royal Farms station on Allentown Road. One suspect struck the victim in the head with a handgun, then punched and kicked him before fleeing with the vehicle. 

The case is being prosecuted by Assistant U.S. Attorney Mark Levy. The investigation was conducted by the FBI Washington Field Office, the Metropolitan Police Department and the Prince George’s County Police Department.
