On Friday, February 16, 2024, the defendant pleaded guilty to one count of Conspiracy to Commit Bank Fraud and Wire Fraud. The hearing that was scheduled for October 16, 2023 was continued because the parties were still engaged in ongoing plea discussions. A plea hearing date was scheduled for November 2, 2023, but that date was vacated because of the parties’ ongoing plea negotiations. Case Summary and Current Status as of October 4, 2023
Georgy Kavzharadze was a seller on a digital marketplace named Slilpp, which was dedicated to selling stolen account credentials and associated personally identifiable information (PII). His involvement spanned from at least May 2016 through at least May 2021 and included selling login credentials and related PII for over 300,000 online payment accounts, bank accounts, and other accounts. The people who purchased those login credentials used those credentials to steal money from victim accounts.
In addition to Georgy Kavzharadze, the defendant is also known as having the first name “George” and “Georgii” and went by online monikers of “TeRorPP,” “Torqovec,” and “PlutuSS.” His name in Cyrillic is ГЕОРГИЙ КАХОВИЧ КАВЖАРАДЗЕ.
On August 19, 2021, Mr. Kavzharadze was charged by sealed criminal complaint with Wire Fraud, Bank Fraud, and Conspiracy to Commit Wire Fraud. On August 24, 2021, Mr. Kavzharadze was indicted on 15 counts: Conspiracy (Count One); Bank Fraud (Counts Two through Five); Access Device Fraud (Counts Six through Eleven); and Aggravated Identity Theft (Counts Twelve through Fifteen). Mr. Kavzharadze was subsequently extradited to the United States. He had an initial appearance in the United States District Court for the District of Columbia on May 18, 2022, at which point the case was unsealed. Mr. Kavzharadze was ordered held without bond and remains detained. It has not yet been determined whether Mr. Kavzharadze will enter a guilty plea or exercise his right to go to trial.
