MIAMI – A Miami federal grand jury returned an indictment charging a former New York councilman with possession and transportation of child pornography.
According to the complaint, Daniel James Halloran, 54, of Floral Park, New York, arrived at the Miami International Airport on a flight from Camaguey, Cuba, on March 29. At a secondary inspection, before boarding a connecting flight to New York, U.S. Customs and Border Protection (CBP) officers allegedly found a hidden photo album on Halloran’s cellphone containing videos of child pornography, including prepubescent children. Halloran was arraigned on April 14.
U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida and Acting Special Agent in Charge José R. Figueroa of Homeland Security Investigations (HSI), Miami Field Office, made the announcement.
HSI Miami is investigating the case with assistance from CBP. Assistant U.S. Attorney Anthony Espino Reynolds is prosecuting the case.
An indictment and a complaint contain merely allegations. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
