119. Referral To State Authorities

First, if a juvenile is arrested by federal authorities for acts of juvenile delinquency, he or she may be surrendered to the state unless proper certification|B250 is made for federal proceedings. 18 U.S.C.A. §§ 5001, 5032 (West Supp. 1995). If an alleged juvenile delinquent is not surrendered to state authorities, any proceedings against the juvenile shall be in an appropriate district court of the United States. Id.
