U.S. Attorney Hartunian recognized the past recipients of the award in attendance and described the characteristics of a great agent: integrity, dedication to duty, a strong work ethic, professional competence, and an ability to work with others to develop noteworthy federal cases.  U.S. Attorney Hartunian said, “Postal Inspector Donahue epitomizes all of the characteristics of a great agent, as he has demonstrated in a series of very difficult cases involving international lottery fraud, international telemarketing fraud, and false billing schemes.”

The Marciniak Award is named for a Special Agent with the Bureau of Alcohol, Tobacco & Firearms who passed away in December 1997.   After serving as a Schenectady, New York police officer for three years, Special Agent Marty Marciniak joined ATF and was assigned to the Albany office in 1976.  He transferred to the Secret Service 1980 – 1983, receiving citations from Presidents Reagan & Bush.  After he returned to ATF in 1983, Special Agent Marciniak became a Certified Explosives Specialist and participated in the investigation of several high profile arson and explosives incidents, including the World Trade Center Bombing, the Atlanta Centennial Park Bombing, and the TWA Flight 800 explosion.   At the time of his death, Special Agent Marciniak was in charge of ATF’s Northeast Response Team and was responsible for designing and purchasing the large trucks assigned to the ATF Response Teams around the country.   Throughout his career, Special Agent Marciniak excelled at developing impactful federal cases.
