HRSP originated in 2010 from the merger of two Sections of the Criminal Division of the United States Department of Justice. One of those Sections was the Office of Special Investigations, which, from its creation in 1979 until its dissolution in 2010, conducted all of the Department’s investigative and litigation activities involving individuals alleged to have ordered, incited, assisted, or otherwise participated in the persecution of any person because of race, religion, national origin, or political opinion, in association with the Nazi government of Germany, its allies, or other affiliated governments, prior to or during the Second World War. In addition, from 2004 until 2010, OSI investigated and took legal action to denaturalize or criminally prosecute naturalized U.S. citizens alleged to have participated, prior to their immigration to the United States, in grave human rights violations, in particular, genocide, torture, or, acting under color of foreign law, extrajudicial killing, in any foreign country.
