Procurement Services Section
Mission
The Procurement Services Section (PSS) provides acquisition support to the Department's Offices, Boards, and Divisions (OBDs). The OBDs include the Department's litigating components (Antitrust Division, Civil Division, Civil Rights Division, Criminal Division, Environment and Natural Resources Division, Tax Division, U.S. Attorneys and the U.S. Trustee Program) as well as other DOJ components such as the JMD Staffs.
Doing Business with the Offices, Boards, and Divisions
The Procurement Services Section (PSS) is responsible for fulfilling the acquisition needs of the Offices, Boards, and Divisions (OBD). Information on business opportunities within the OBDs, including opportunities for small and disadvantaged businesses, can be found on the Department's Office of Small and Disadvantaged Business Utilization website.
PSS delegates procurement authority to individuals in the OBDs, including U.S. Attorneys Offices and U.S. Trustees Offices nationwide. Some of the larger organizations have a full-time procurement staff while the smaller offices typically have one individual with a very limited delegation of authority. The following documents contain information on the OBD procurement offices and individuals within the OBDs that have delegated procurement authority:

- DOJ-3 Fact Witness Program Voucher – The following are the changes to the DOJ-3 Fact Witness Program Voucher:
- Name changed from Fact Witness Voucher to Fact Witness Program Voucher
- New form format
- Witness/Payee page added for signature attestation of the witness/payee
- Selection of required types of payment (EFT, Debit Card, and Check) added
- USA-234, upon implementation, required for federal government employee attestation (USAO only)
- Federal government employee attestation of expenses and verification of expenses now on the same page
- New flow chart instruction for the witness/payee
- DOJ-3 Fact Witness Program, Flow Chart Instruction – For the federal government employee completing the voucher
- DOJ-426 Request for Federal Government Employee Witness – The following are changes to the DOJ-426 Request for Federal Government Employee Witness:
- Estimated Cost added to determine the estimated funding amount to be approved and obligated from FEW Appropriation for an out-of-district federal government employee witness to appear
- A new Determination to Use the FEW Appropriation added for U.S. Postal Service
- DOJ-426 Request for Federal Government Employee Witness, Flow Chart Instruction – For the litigating office completing the form
- DOJ-44 Request for International Fact Witness – The following are changes to the DOJ-44 Request for International Fact Witness:
- Estimated Cost added to determine the estimated funding amount to be approved and obligated from FEW Appropriation for an international fact witness to appear
- Estimated Cost added to determine the estimated funding amount to be approved and obligated from FEW Appropriation for an international fact witness to appear
- DOJ-44 Request for International Fact Witness, Flow Chart Instruction – For the litigating office completing the form
- OBD-2 (English) Instructions for Fact Witnesses – The following are changes to the OBD-2 (English):
- Updated language about a fact witness’s entitlement and preferred methods of transportation and lodging arrangements
- Notice added to inform a fact witness that reimbursement may be withheld by the Treasury Offset Program if a debt is owed
- OBD-2S (Spanish) Instruction for Fact Witnesses – The following are changes to the OBD-2 (Spanish):
- Updated language about a fact witness’s entitlement and preferred methods of transportation and lodging arrangements
- Notice added to inform a fact witness that reimbursement may be withheld by the Treasury Offset Program if a debt is owed
