Resolution Management Staff
Overview
The Resolution Management Staff (RMS) leads the Department of Justice’s efforts to build, strengthen, and sustain a model Equal Employment Opportunity (EEO) program across all Components. RMS develops the policies, procedures, and strategic frameworks that promote full compliance with Departmental directives, government‑wide EEO statutes and regulations, and EEO‑related Presidential Executive Orders.
As a trusted advisor to Department leadership, RMS delivers expert guidance, technical assistance, and responsive support to management officials, Component EEO personnel, Human Resources partners, and other stakeholders. Through these efforts, RMS advances a fair, inclusive, and respectful workplace culture—one where all employees can contribute, thrive, and work free from discrimination, harassment, and retaliation.
RMS also safeguards the integrity of the Department’s EEO programs by assessing Component performance, evaluating program effectiveness, and ensuring adherence to established policies, reporting requirements, and best practices. RMS fulfills its mission through the following key programs:
EEO Complaint Processing
Oversees the full lifecycle of the Department’s EEO complaint process under 29 C.F.R. Part 1614. Responsibilities include managing EEO counseling, determining acceptance or dismissal of formal complaints, and overseeing investigations. The program also promotes early, collaborative dispute resolution through the Department’s Alternative Dispute Resolution program and issues final decisions involving alleged breaches of settlement agreements.
Reasonable Accommodation (Disability and Religion)
Manages the Department’s Reasonable Accommodation Programs, ensuring timely and consistent processing of requests based on disability and/or religious practice in accordance with established policy and guidance.
Veterans Program
Leads the Department’s efforts to attract, develop, and retain Veterans and Disabled Veterans. The program provides Department‑wide leadership on veteran employment policies and oversees participation in initiatives such as the Department of Defense SkillBridge Program and the Nonpaid Work Experience Program, supporting meaningful opportunities for transitioning service members and veteran talent.
Complaint Adjudication Office (CAO)
Carries out the Department’s statutory and regulatory responsibilities for adjudicating EEO complaints. CAO issues Final Agency Decisions and Final Orders in response to decisions issued by Equal Employment Opportunity Commission Administrative Judges and oversees Component compliance with ordered corrective actions when findings of discrimination are made.
Sexual Misconduct Response Unit (SMRU)
Responds to all allegations of sexual misconduct within the DOJ workforce. SMRU collaborates with Components to ensure consistent responses to reports of sexual misconduct and accountability for violations of the Department’s prohibition on such conduct. The unit implements and monitors compliance with DOJ Order 1207, conducts sexual‑misconduct investigations upon request, develops Department‑wide training, and provides strategic advice and subject‑matter expertise to Department and Component leadership.
