Wagoner County Resident Sentenced For Distributing Child Sexual Exploitation Material

MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Sovana Xiong, age 32, of Tulsa, Oklahoma, was sentenced to 188 months in prison and a 10 year term of supervised release to follow for one count of Distribution of Certain Material Involving the Sexual Exploitation of a Minor.
The charge arose from an investigation by the Tulsa Police Department — Special Investigations Division.
On December 9, 2024, Xiong pleaded guilty to the charge. According to investigators, from October 15, 2023, until April 11, 2024, Xiong knowingly distributed visual depictions on the internet of a minor engaging in sexually explicit conduct.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the hearing. Xiong will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.
