ABSTRACT: FICS is a database which contains accounts receivable records on chapter 11 cases. It is used to determine the amount of quarterly fees for each case, to track the status of fee payments, and to record adjustments and payments to each receivable.

PURPOSE: FICS is an accounts receivable system for chapter 11 bankruptcy quarterly fees. Businesses undergoing reorganization under chapter 11 must file quarterly fees during the pendency of the bankruptcy case. The system issues quarterly billing and delinquency statements, processes daily electronic transmission of payments from a lock box bank, and produces accounting and management reports.

ACCESS CONSTRAINTS: Access to this non-public data is limited to employees within the United States Trustee Program with a need-to-know to perform their official duties. Administrative, physical, and technical safeguards, such as user IDs and passwords, are in place to protect the integrity of the data.

USE CONSTRAINTS: Users of the FICS will be restricted to only those privileges necessary to perform assigned tasks.

AGENCY PROGRAM: The U.S. Trustee Program is charged with promoting the efficiency and protecting and preserving the integrity of the bankruptcy system. FICS is one of the tools utilized to accomplish this mission.

SOURCES OF DATA: Data contained in FICS is obtained from bankruptcy petitions and other papers filed with the bankruptcy court.
