2072. RICO Prosecution Memorandum -- Purpose

The purposes of standardizing the format for RICO prosecution memoranda are threefold:
  1. To ensure compliance with the policy of the RICO guidelines;
  2. To ensure legally sufficient indictments and theories of prosecution; and
  3. To provide a manageable means of conveying sufficient information for the timely review of RICO indictments.
