EOIR Announces New General Counsel
The Executive Office for Immigration Review (EOIR) today announced the appointment of Jeff Rosenblum as the agencys General Counsel, effective December 16, 2012. Jean C. King has served in the role in an acting capacity since June 2012.
"Jean has done a terrific job supporting EOIR in a time of transition for the Office of the General Counsel and I greatly appreciate all of her efforts," said Director Juan P. Osuna. "Jeff brings to the position a wealth of experience and his understanding of a wide variety of areas of law will be a great benefit to EOIR. In addition to his tremendous legal skills, Jeff has a record of success at EOIR and elsewhere in the Department that will enable him to represent the agency well as our new permanent General Counsel."
As General Counsel, Mr. Rosenblum will oversee the Office of General Counsels Immigration Unit, the Freedom of Information Act Office, the Employee/Labor Relations Unit, the Attorney Discipline Program, and the Fraud Program. He will also serve as EOIRs principal liaison to other agencies on all agency-related legal matters.
Mr. Rosenblum received a bachelor of arts degree in 1994 from the University of Maryland at College Park and a juris doctorate in 1999 from Loyola University Chicago School of Law. From May 2010 to December 2012, he served as a supervisory attorney in EOIRs Office of the General Counsel. From 2006 to May 2010, Mr. Rosenblum served as an assistant general counsel for the Executive Office for U.S. Attorneys, Department of Justice. From 2002 to 2006, he worked as an attorney for the U.S. Department of Labor, Office of the Solicitor. From 1999 to 2002, Mr. Rosenblum was in private practice in Chicago, Ill., and Washington, DC. He is also an adjunct professor at George Mason University Law School since 2005. Mr. Rosenblum is a member of the District of Columbia and Illinois Bars.

The Executive Office for Immigration Review (EOIR) is an agency within the Department of Justice. Under delegated authority from the Attorney General, immigration judges and the Board of Immigration Appeals interpret and adjudicate immigration cases according to United States immigration laws. EOIR's immigration judges conduct administrative court proceedings in immigration courts located throughout the nation. They determine whether foreign-born individuals—whom the Department of Homeland Security charges with violating immigration law—should be ordered removed from the United States or should be granted relief from removal and be permitted to remain in this country. The Board of Immigration Appeals primarily reviews appeals of decisions by immigration judges. EOIR's Office of the Chief Administrative Hearing Officer adjudicates immigration-related employment cases. EOIR is committed to ensuring fairness in all of the cases it adjudicates.
