Dr. Andrew S. Joskow

Dr. Joskow is a Senior Vice President and Director of NERA's Washington, DC office. Dr. Joskow is a former Deputy Assistant Attorney General for Economics at the Antitrust Division of the United States Department of Justice (DOJ). He was also a Senior Staff Economist on the President's Council of Economic Advisers.

Dr. Joskow has worked on a wide variety of antitrust matters involving mergers, monopolization, and price fixing cases. He has provided consulting expertise and testimony on antitrust and regulation in a wide variety of sectors including electric power, financial markets, oil field services, domestic and international telecommunications, wireless communications, radio and television advertising, cable and satellite television, passenger airlines, consumer products, maritime shipping, computer software, metals, plastics and plastics additives, pharmaceuticals, petroleum products, paper, coal, franchising, magazine distribution, and various manufacturing industries.

Dr. Joskow has appeared or filed reports before the DOJ, the US Federal Trade Commission (FTC), Federal Communications Commission, Federal Energy Regulatory Commission, Securities Exchange Commission, Federal Maritime Commission, and Copyright Royalty Arbitration Panel. He has also worked as an expert on behalf of both private parties and the DOJ. As an expert he has covered a large number of antitrust issues including market definition, collusion, monopolization, competitive effects, and efficiencies. Dr. Joskow has provided court and arbitration testimony.

Dr. Joskow worked closely with the White House and Congressional staffs on the Telecommunications Act of 1996. He was a member of the Joint FTC/DOJ Task Force on Efficiencies that redrafted the efficiencies section of the 1992 Horizontal Merger Guidelines. He also worked as an advisor to the Organization for Economic Cooperation and Development on airline competition issues and has been published on airline competition policy in journals such as the Journal of Industrial Economics, the International Journal of Industrial Organization, and The Review of Industrial Organization.

Dr. Joskow received his BA in economics, with Distinction, from Cornell University and his MA, MPhil, and PhD in economics from Yale University.
