JAMES RILL is a member and immediate past co-chair of Howrey LLP's antitrust practice group. Mr. Rill has been exclusively practicing antitrust, competition, and merger law for more than 40 years, since his graduation from Harvard Law School. Mr. Rill came to Howrey as a senior partner in April 2000. Before joining the firm, he was a partner with Collier Shannon Rill & Scott.

Mr. Rill regularly appears before the U.S. Department of Justice Antitrust Division and the Federal Trade Commission. In addition, he has an active international competition practice and appears before competition agencies of foreign jurisdictions, including the European Commission Competition Directorate, Australian Competition and Consumer Protection Commission, the French Conseil de la Concurrence, the Japan Fair Trade Commission, the Fair Trade Commission of Taiwan, and the Canadian Competition Bureau.

From 1989 to 1992, he served as Assistant Attorney General of the U.S. Department of Justice Antitrust Division. During his tenure as Assistant Attorney General, he wrote the 1992 Horizontal Merger Guidelines, the first to be issued jointly by the U.S. Department of Justice and the Federal Trade Commission. In 1991, he negotiated (with Sir Leon Brittan and Claus Ehlermann) the landmark antitrust cooperation agreement between the U.S. Department of Justice and Federal Trade Commission and the Commission of the EU.

In 1997, Attorney General Janet Reno and Assistant Attorney General for antitrust Joel Klein appointed Mr. Rill co-chair of the International Competition Policy Advisory Committee to advise the DOJ regarding international antitrust problems in the 21st century.

Mr. Rill serves as Chair of the Competition Committee of Business and Industry Advisory Committee to the OECD. He was chair of the American Bar Association's Section of Antitrust Law (1987-1988).

Mr. Rill is an author of, and contributor to, numerous publications and serves on the advisory board of the BNA Antitrust and Trade Regulation Report, the editorial board of the Antitrust Bulletin and the board of editors of the Antitrust Report (Matthew Bender). He is listed among the 100 most influential lawyers in the U.S. by The National Law Journal and has been ranked as one of the top antitrust and competition lawyers in the world in this guide since 2002.
