David Lawrence

David Lawrence is the Antitrust Division’s Policy Director, advising Division leadership on significant legal policy issues and supervising its appeals, guidance, amicus filings, international and state relations, and engagement with Congress.  He has served as a senior advisor to six Assistant Attorneys General, led the drafting of the 2023 Merger Guidelines and 2020 Vertical Merger Guidelines, and litigated significant antitrust cases in a wide range of industries.  In 2018, Mr. Lawrence led the FCC’s review of the T-Mobile/Sprint Merger on detail to the office of Chairman Ajit Pai.  Following graduation from NYU Law, he clerked for judges on the Second Circuit Court of Appeals and the United States District Court for the Southern District of New York.
