Roman Chaban
Roman Chaban was appointed as EOIR Acting Deputy Director in May 2025. Deputy Director Chaban earned a Bachelor of Arts in 1998 from the University of Notre Dame, a Juris Doctor in 2002 from Villanova University School of Law, and a Master of Laws, with distinction, in 2005 from the Georgetown University Law Center.
Deputy Director Chaban brings a wealth of immigration experience and knowledge to the Deputy Director position. In late April 2025, he served briefly as Senior Counsel in the Executive Office for Immigration Review’s (EOIR) Office of the Director. From December 2023 to April 2025, while serving as Counsel to EOIR’s Assistant Director for Policy, he was detailed to the U.S. Department of Justice’s (DOJ) War Crimes Accountability Team, Office of Human Rights and Special Prosecutions, Criminal Division where he focused on war crimes in Ukraine. From February 2021 to December 2023, he served as Senior Counsel, Office of the Chief Immigration Judge (OCIJ) to various members of OCIJ leadership. From August 2020 to February 2021, he served as Senior Counsel to the EOIR Director in the Office of the Director. From October 2019 to July 2020, he served as a Senior Counsel to the Principal Legal Advisor, Office of the Principal Legal Advisor (OPLA), U.S. Immigrations and Customs Enforcement, Department of Homeland Security. From April 2017 to October 2019, he served as an Associate Legal Advisor at OPLA’s National Security Law Section. From July 2014 to April 2017, he served as the Associate Director for the Office of Career and Professional Development at The Catholic University of America, Columbus School of Law. From January 2013 to April 2017, he served as an adjunct professor at Georgetown University Law Center. From September 2007 to July 2014, he served as a trial attorney in the DOJ Office of International Affairs, Criminal Division, joining the DOJ through the Attorney General’s Honors Program. From September 2005 to September 2006, he served as a Law Clerk for the Honorable Chief Judge James T. Giles of the Eastern District of Pennsylvania. From August 2002 to July 2004, he served as a Law Clerk for the Honorable Magistrate Judge Carol Sandra Moore Wells of the Eastern District of Pennsylvania. Deputy Director Chaban is a member of the New York Bar.
