Sirce E. Owen
Sirce E. Owen was appointed as EOIR Acting Director in January 2025. Director Owen earned a Bachelor of Science in 1996 from Johns Hopkins University, a Master of Business Administration in 2002 from Georgia State University, and a Juris Doctor in 2005 from Georgia State University.
Director Owen brings a wealth of immigration experience and knowledge to the Director position. From August 2020 to January 2025, she served as an Appellate Immigration Judge. From 2018 to 2020, she served as an Assistant Chief Immigration Judge, based in Atlanta. From June 2019 to January 2020, she served as acting Deputy Director of EOIR. From 2016 to 2018, she served as Deputy Chief Counsel, Office of Chief Counsel, Office of the Principal Legal Advisor, U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), in Atlanta. From 2008 to 2016, she served as Assistant Chief Counsel, ICE, DHS, in Atlanta. From 2005 to 2008, she was an associate attorney with Mozley, Finlayson & Loggins LLP, in Atlanta. Director Owen is a member of the State Bar of Georgia.
