Case Summary:
This matter involves allegations that Allan Thomas, the former Commissioner of King County Drainage Districts 5 and 5A (DD5), together with his wife, Joann Thomas, orchestrated and executed a scheme to defraud the taxpayers of DD5 by submitting false invoices to King County and then misappropriating more than $450,000 paid pursuant to the fake invoices. The indictment alleges that beginning in 2012 and continuing until at least 2017, the Thomases used a family-owned business called AC Services to submit the false invoices, purportedly for work performed on behalf of DD5 when, in fact, little or no work was performed. The Thomases then used the money paid to AC Services for personal use, including paying for expenses for the Thomas’s family farm. Later in the scheme, in 2018 and 2019, the Thomases submitted false invoices from a company owned by another individual. Despite submitting invoices showing that company had performed work on behalf of DD5, the Thomases again misappropriated the taxpayer funds for personal gain.
